In this report we describe Project Apollo, a binational military cooperation project between the German and Dutch ground-based air defence. On basis of 21 interviews with key service members who are or were involved in Project Apollo its working group structure, working groups, and the most tangible manifestations Apollo Yellow (Patriot cooperation) and Apollo Green (The integration of the German Flugabwehrraketengruppe 61 in Defensie Grondgebonden Luchtverdediging and the initiation of the Binational SHORAD Task Force).
We introduced the Interoperability Assessment Model to analyse the functioning of the Patriot cooperation and the BSTF cooperation. This model focuses on the type of structure, its tasks, and objectives as well as three interoperability domains: the technical, operational, and organisational domains. These domains are influenced by the national-political-juridical context.
